The over-all objective of the assignment is to improve the human resource system of the NPS, which falls within the general ambit of Result 3 regarding the improvement of the justice sector agencies’ administrative and financial management systems.

Specifically, the non-key experts are expected to achieve the following objectives:

  • To review the current system of training of the prosecutors, methodologies applied and resources deployed for this purpose;
  • To review the findings and recommendations of the Institutional Learning Needs Assessment and the Curriculum Development; and
  • To propose a governance structure for the continuing training of the prosecutors in the National Prosecution Service.

Role overview

The Government of the Republic of the Philippines with the support of the European Union is implementing the Justice Sector Reform Programme: Governance in Justice (GOJUST). GOJUST is funded by the European Union to the value of EUR 16,000,000 and with the support of the Spanish Agency for International Development Cooperation (EUR 2,000,000). The overall objective of GOJUST is: To contribute to inclusive growth and poverty reduction through a strengthened justice system and its specific objective is: To increase the efficiency, effectiveness and accountability of the formal justice system. The programme is being implemented from April 2016 to September 2019.
