WHAT YOU WILL BE DOING AND WHY 

British Council is seeking a Monitoring and Evaluation Manager with experience in delivering M&E for social development projects in the Philippines. This role will be dedicated to the Safe, Cohesive and Just Communities (SCJC) Project, building on the successes and lessons of the three-year Bangsamoro Community Policing Project in Mindanao, between 2015-2018.

The M&E manager will be accountable for ensuring the successful design and delivery of all Monitoring, Evaluation and Learning activities for the project, ensuring that these are aligned with the project’s theory of change and results framework, meet international standards of data quality, and conform to British Council evidence standards as well as the corporate Results and Evidence Framework (REF).

WHAT IS INTERESTING ABOUT IT 

The manager will have overall responsibility for the M&E budget, ensuring that this is spent efficiently, maximizing the value of all data collection, analysis and reporting activities. 

Working alongside the Team Leader and Project Manager, the M&E manager will need to be flexible to support the team, as need be, on project delivery and generic implementation of processes and corporate policies, based on the needs of the project.

WHAT WE ARE LOOKING FOR 

To be qualified, you should meet the language requirements of Tagalog at C1. It is essential to have first degree in social science, or related field. It is desirable to have monitoring and Evaluation Qualification. You should have minimum 3 years of relevant professional experience in leading the design and delivery of monitoring and evaluation processes for social development projects in the Philippines (preferably in the justice, conflict, and stability sector), including: survey design, development of data collection tools, basic analysis of monitoring data. You also need at least 3 years professional experience supporting the monitoring and wider evidence needs of project implementation teams.
