Lotus Postrado

Director Philippines

Lotus Postrado is the Director Philippines at the British Council. She is an education specialist, working extensively in and with government, regional, international and cultural relations organisations. Prior to her current leadership role, Lotus led the British Council’s Education work, pioneering UK-Philippines collaborations on Transnational Education Programme.

Pierre Pecson

Head of Education

Pierre Pecson is the Head of Education at the British Council, leading the organisation’s work in education in the Philippines. Prior to this role, he developed and managed the British Council’s flagship programme in the country, the Access and Competitiveness through Internationalisation of Higher Education (ACT-IHE). Pierre has over nine years of experience working in the international development sector.

Andrei Nikolai Pamintuan

Head of Arts

Andrei Nikolai Pamintuan is a cultural producer and researcher. Prior to joining the British Council, he worked extensively in various arts and culture endeavours - curating performances, programming exhibitions, collaborating with artists across disciplines and designing arts-based programmes. He established the Fringe Manila Festival and managed Pineapple Lab, a creative hub. He completed his master’s degree in Applied Imagination at the University of the Arts London, Central Saint Martins.

Samantha Smith

Director Exams, Southeast Asia

Samantha Smith is Southeast Asia's Regional Exams Director. She has worked with the organisation for several years, previously joining locations in South America, Europe and East Asia.

Mike Cabigon

Business Development Manager, Exams

Mike Cabigon is the British Council's Business Development Manager for English and Exams. He has been with the organisation for 17 years and has done work in education promotion, higher education partnerships, professional and teacher development, and English projects. He currently leads the examinations team, working with partners to deliver the right English language assessment solutions.

Divine Barcelona

Operations Manager, Exams

Divine Barcelona is the Operations Manager for Exams. Prior to joining the British Council, Divine spent her profession in an educational institution with primary focus on managing student services activities and operations. She has a dynamic experience in supervisory and managerial capacities handling customer service, project management, people management, office administration, internal quality audits, and process audits and reviews.

Janelle Almosara-Capiral

Communications Manager, Southeast Asia

Janelle Capiral is the Communications Manager for Southeast Asia overseeing the Philippines. She has over ten years of experience in marketing and communications, specializing in integrated communications strategies and campaign management.

Noe Aquitana

Procurement Manager and Cluster Lead

Noe Aquitana is the Procurement Manager and Cluster Lead for East Asia, overseeing key accounts in the Philippines, South Korea, Japan, and Myanmar. With 9 years of experience as a procurement practitioner, Noe specializes in UK public tender, stakeholder engagement and contract management.

Maria Razena de Leon

Business Support Services Manager

Maria Razena De Leon is the British Council's Business Support Services Manager. She manages facility operations, maintenance procedure, asset management, regulatory compliance, and IT operations. Prior to joining the organisation, she has worked for a variety of industries such as finance, construction consultancy, and pharmaceutical.
