Role overview

General Objective

The mission will support the efforts of the Department of Justice (DOJ) to review and rationalise their current rules and procedures with a view of adopting a compendium of DOJ Rules and Procedure.

Specific objectives

  1. To collect, collate, and consolidate all DOJ Circulars, Memorandum, Orders, Guidelines, etc. issued by the DOJ, and the Supreme Court.
  2. To analyse and identify archaic, redundant, duplicative, inconsistent, and conflicting issuances and shepardize the issuances.
  3. To support in the drafting of a compendium of DOJ Rules and Procedure.
  4. To support the drafting of a Revised Manual for Prosecutors based on the new rules.

Qualifications

  • Master's degree in law or 10 years experience in the practice of criminal law and procedure
  • Member of the Philippine Bar
  • Knowledge of Philippine court procedures, precedents, legal practices and documents, Government regulations, Administrative Orders, agency rules, prosecution system, and government organisations and functions

General Professional Experience

  • A minimum of ten (10) years of relevant professional experience, five of which in developing countries
  • Experience in drafting of manuals
  • Experience in drafting administrative rules and procedure

Specific Professional Experience 

  • A minimum of five (5) years of practical involvement in criminal investigations or prosecutions, or other justice sector reform projects.
