Role overview
General Objective
The mission will support the efforts of the Department of Justice (DOJ) to review and rationalise their current rules and procedures with a view of adopting a compendium of DOJ Rules and Procedure.
Specific objectives
- To collect, collate, and consolidate all DOJ Circulars, Memorandum, Orders, Guidelines, etc. issued by the DOJ, and the Supreme Court.
- To analyse and identify archaic, redundant, duplicative, inconsistent, and conflicting issuances and shepardize the issuances.
- To support in the drafting of a compendium of DOJ Rules and Procedure.
- To support the drafting of a Revised Manual for Prosecutors based on the new rules.
Qualifications
- Master's degree in law or 10 years experience in the practice of criminal law and procedure
- Member of the Philippine Bar
- Knowledge of Philippine court procedures, precedents, legal practices and documents, Government regulations, Administrative Orders, agency rules, prosecution system, and government organisations and functions
General Professional Experience
- A minimum of ten (10) years of relevant professional experience, five of which in developing countries
- Experience in drafting of manuals
- Experience in drafting administrative rules and procedure
Specific Professional Experience
- A minimum of five (5) years of practical involvement in criminal investigations or prosecutions, or other justice sector reform projects.
