Call for Expression of Interest: Senior ICT Expert

General objective:

This engagement aims to provide expert guidance and support to the Supreme Court - Management Information Systems Office (SC-MISO) in developing its digital transformation initiatives, including but not limited to the eCourts PH project. The Senior ICT Expert will bring expertise in enterprise architecture, Agile transformation, and IT consulting to help the SC-MISO overcome current challenges, achieve its project objectives, and develop a robust enterprise architecture practice.

Specific objectives:

• Provide expert guidance and support to SC-MISO in the development of its digital transformation initiatives.
• Provide mentoring and knowledge transfer to SC-MISO team members on enterprise architecture best practices, Agile methodologies, and IT consulting.
• Collaborate with SC-MISO to review a comprehensive enterprise architecture roadmap for the Supreme Court of the Philippines, including the eCourts PH.
• Support in evaluating various solutions for the Supreme Court of the Philippines’ digital transformation initiatives.
• Assist in the development of a plan for integrating different solutions as part of the Supreme Court of the Philippines’ digital transformation initiatives.
• Provide guidance on IT strategy and planning, as well as organisational change management.

Qualifications:

• University degree in computer science, software engineering, mathematics, or information systems. University degree can be substituted by twenty years of relevant experience.
• Master’s degree in computer science or related field.
• Relevant certifications in Agile, Scrum, and SAFe, such as PMP, SPC4, and CSM

General Professional Experience:

• At least 20 years of experience in IT consulting, with a focus on enterprise architecture, Agile transformation, and solution development
• Proven experience in managing large-scale projects, with a strong track record of delivering results on time and within budget

Specific Professional Experience:

• Experience in mentoring and coaching teams, with a strong track record of knowledge transfer and skills development
• Previous experience in working with the Supreme Court of the Philippines is preferred
• Should be able to provide evidence of the validity of experience and qualifications, including work done for other organisations
