The British Council congratulates the Second Congressional Commission on Education (EDCOM II) on its comprehensive and forward-looking Final Report called Turning Point: A Decade of Necessary Reform (2026-2035). We commend the Commission’s rigorous analysis and clear recommendations to address the learning crisis, strengthen education quality, and better align education and skills development with the needs of the Philippine economy.

As the United Kingdom’s international organisation for culture and education, the British Council reaffirms its longstanding commitment to improving education outcomes in the Philippines. EDCOM II’s emphasis on teacher quality, English language proficiency, inclusive education, stronger higher education pathways, and international collaboration strongly aligns with our priorities and ongoing work across the education sector.

In support of EDCOM II’s recommendations, the British Council in the Philippines will continue to deliver high-quality professional development for English teachers, promote inclusive and equitable access to learning, enable higher education institutions to expand quality transnational education partnerships, and facilitate access to trusted English proficiency assessments that support student mobility, employability, and workforce readiness. We look forward to continued collaboration with EDCOM II and government partners as these reforms move towards implementation.
