Role overview

The assignment will document existing case processes during inquest, preliminary investigation within prosecution offices and Petition for Review and Automatic Review with the Secretary of Justice. You will identify inefficiencies and recommend measures to streamline and improve processes including adapting and using new technologies and automation of case processes in the National Prosecution Service (NPS) through the Prosecution Case Management System.  

The Government of the Republic of the Philippines with the support of the European Union and the British Council in the Philippines is implementing the Justice Sector Reform Programme: Governance in Justice (GOJUST). GOJUST is funded by the European Union with the support of the Spanish Agency for International Development Cooperation. The overall objective of GOJUST is ‘to contribute to inclusive growth and poverty reduction through a strengthened justice system’. Specifically, the target is ‘to increase the efficiency, effectiveness and accountability of the formal justice system.’

Based on the 2017 Diagnostic Study on Congestion and Delay in the NPS, existing case processes within the Department of Justice (DOJ) need to be re-examined in order to identify areas for streamlining. The mission supplements the docket decongestion projects that GOJUST has undertaken in both the NPS and the Office of the Secretary of Justice. Through your work in this programme, the study will recommend measures that NPS and DOJ can institutionalise to prevent overloading of the cases again.

This mission calls for the support of two non-key experts who will study the processes for the purpose of streamlining the flow and minimising the need for face-to-face transactions especially during a pandemic like Covid-19.
