About the programme
The Government of the Republic of the Philippines with the support of the European Union is implementing the Justice Sector Reform Programme: Governance in Justice II (GOJUST II).
GOJUST II is funded by the European Union to the value of €19 million and implemented by the British Council and United Nations Office for Project Services (UNOPS). GOJUST II builds on and continues the work of its predecessor, GOJUST, which was implemented from April 2016 to September 2020. GOJUST II is implemented in joint co-financing with the Spanish Agency for International Development Cooperation (€1 million).
The overall objective of GOJUST is to contribute to inclusive and sustainable socio-economic development through improved access to justice for all in the Philippines. Specifically, it aims to develop more responsive and accountable justice services. It includes two components focusing on justice and human rights, respectively. The programme is being implemented from December 2020 to June 2025.
Background of the Non-Key Expert mission
The over-all objective of this mission is to assist in the design, conceptualisation, monitoring and implementation of the following information and communication technology (ICT) projects:
- Pilot of voice to text transcription for the stenographic notes of courts.
- Capacity building on basic information and communications technology, including cybersecurity for judiciary personnel.
- Review of the roll-out and implementation of the Philippine Crime Index.
Role objectives
The Senior Legal Expert on Information and Communications Technology is expected to achieve the following objectives:
- Analyse process of drafting of transcript of court records and identify potential process improvements using technology solutions.
- Design and support the implementation of the pilot of the technology solutions for the drafting of transcript of court records.
- Analyse the training needs of judiciary personnel on basic computer literacy, including cybersecurity and support the implementation of a capacity building programme.
- Recommend solutions for the improved adoption of the Philippine Crime Index in the case management systems of justice institutions.
The scope of work shall include the support for the following activities, among others:
- Pilot of voice to text transcription for the stenographic notes of courts.
- Capacity building on information and communications technology for judiciary personnel.
- Review of the roll-out and implementation of the Philippine Crime Index.
- Provide advice to GOJUST and partner institutions on data privacy matters especially as it relates to ICT projects.
- Provide gender equality and social inclusion (GESI) lens in the conduct of all the activities.

What is the duration of the contract?
The main mission period is 12 months from 11 April 2022 to 10 April 2023.
